|   | | June 20 - The highly controversial
online gambling bills currently doing the
rounds in Congress, may not actually be passed thanks to conflicting legal
issues with the current horse racing act.
The online gambling bills, sponsored by Rep. Jim Leach, R-Iowa and Rep. Bob
Goodlatte, R-Va, are designed to make online casinos and online gambling not
only illegal throughout the United States, but make it a 'felony' to gamble
online.
However, what has recently come to light is the hypocrisy surrounding the proposed
online gambling bills because of exclusions surrounding online
horse race betting.
Lobbyists and legislators have noticed that that the two bills proposed to ban
most forms of online betting do not address betting on horse races.
The Justice Department is maintaining that the 1961 Wire Act, which prohibits
businesses from using wire transmissions to accept bets over state and foreign
lines, gives it the proper authority to prosecute all betting forms of
interstate gambling, including horse racing.
The two bills in question have been questioned by legislators and lobbyists
because while they appear to ban most forms of online betting, they do not
address pari-mutuel wagering on horse races.
