| February 28 - Despite the Unlawful Internet Gambling Enforcement Act, certain US based online gambling companies are getting ready for U.S. players wanting to play online casino games. Dover Downs Hotel and Casino is the most recent establishment to launch a gaming site, claiming it is it is legal due to the fact that no money is exchanged between the players and the casino.
Delaware has not given any signs that they will consider legalizing regulating online casino gambling but Dover Downs Hotel and Casino is optimistic that the day will come.
The online gaming site is a sub-domain of Dover's main website launched early this month. This came in response to increased gambling options in Pennsylvania. Edward Sutor - Chief Operating Officer of Dover Downs, stated that the games are an attempt to give gamblers incentive to play at Dover Downs Casino, instead of going to Pennsylvania.
Dover Downs Casino intends to release more online games in the future. In order to access these free games, players are required to become members of Dover Down's Capital Club, which is basically the casinos player rewards program.
In the past there have been land-based/online setups which allow players to deposit money at the actual casino and then gamble from their home using their player's card. When the player wanted to cash out he/she could go to the casino in order to do this. The loophole is that there is not an actual exchange of online funds, so it is not in violation of the UIGEA. It is however unknown whether Dover Downs has or will venture into this.
